You do not need permission to them. The only thing to do is check some leaderboards for a gamer that has a full 1000 in it to get the achievement pictures from Xbox.com. I do advise you though to not get the achievement pictures from some other websites other than the official Xbox site.

Also watch which ones you pick, if a game has secret achievements and you haven't played that game or have and haven't gotten those secret achievements yourself you won't be able to pull that image from Xbox.com.

And if the secret achievements are unavailable due to them being secret, I believe you can find some on these forums.

This is just a question but on MGC.net it has that there is PES 2008 and PES 2008 (US) and I was wondering if they needed to be two OA files for that I don't think they have any difference in achievements though

Basically no since Konami has decided to not call the US version Winning Eleven... anymore. For a user note, you should say in the 'Notes' section that this applies for both the US and PAL games.
